Region-wide health information exchange gets underway, all of San Antonio’s major hospital systems sharing medical records electronically

HASAlogo2Local officials from Healthcare Access San Antonio (HASA), the entity putting together the Health Information Exchange (HIE) for this region, was joined today by the major health systems and Councilman Ron Nirenberg to celebrate that physicians at five of the six major hospitals in San Antonio are now able to share patient records. This is a first for our region and represents the first step to connecting with other HIEs throughout Texas and the nation.

Starting this week, Baptist Health System, CHRISTUS Santa Rosa Health System, Nix Health, Methodist Healthcare System and University Health Systems are either providing or are in the process of providing secure patient records into HASA’s HIE. This represents the medical records for more than 600,000 individual patients.

Electronic health information exchange, or “HIE,” is the electronic movement of health-related information among organizations according to nationally recognized standards. Developing an HIE goes back to the Health Insurance Portability and Accountability Act (HIPAA) of 1996. One of the Ps stands for portability of patient records. HIE also is an integral component of the health information technology (HIT) infrastructure under development in the United States and the associated National Health Information Network (NHIN). In 2010 HASA received Federal Funding to develop the HIE for all medical providers and for all patients in its 22 county region that includes Bexar County.

Gijs Van Oort, executive director for HASA said, “Today marks an important milestone of something that will profoundly benefit our community well into the future.” He said, “Most importantly, I want to thank all of our stakeholders who had the vision to decide that in this region, health providers and hospital systems will NOT compete on patient information.” Van Oort said, “That is a key differentiator for our region. One of which I am immensely proud.” He said, “After all, the main reason for doing this is for the patient. Our goal is to help improve continuity of care and increase patient health and safety.”

City of San Antonio Councilman Ron Nirenberg, who was on hand for the celebration, said, “We have known for years that the widespread use of electronic medical records will unleash a breakthrough in the medical community. I’m glad to celebrate a huge step toward achieving that potential.” He said, “HASA has emerged with an infrastructure to facilitate information-sharing on a mass scale. By leveraging patient information with easy-to-use tools, HASA will enable our provider community to improve outcomes for patients community-wide.”

Geoff Crabtree, HASA Board Member, and senior vice president, Methodist Healthcare System, said, “The benefit of knowing what tests have already been done for patients coming in to our system so that we don’t repeat them, knowing where they already have been treated and what medications they are taking is of paramount importance to both the health provider AND the patient.”

Crabtree added that, from the HASA board perspective, “We had to be sure that we built this in a way that provided the highest security possible to protect patients.” He said, “Some of the provisions that we’ve implemented with the help and input of our stakeholders include:

  • First and foremost, the system is built to ensure privacy and security of the patient’s record.
  • The data is secure, encrypted, both as rest and in transit, and meets all federal and state requirements for privacy and security.
  • Patients have the option to not have their medical records transferred and can OPT OUT of the system.
  • Proper oversight and audit procedures are in place to ensure the system is secure and private.
  • We are educating the public through brochures and other channels to make an informed decision about whether or not to participate.”

Dr. Vanessa Hill, chief medical information officer for Children’s Hospital of San Antonio and a practicing physician, is one of many South Texas doctors who realize the value of HIEs.

Dr. Hill said, “If you are an individual doctor or own a medical practice or if you talk to almost any physician, you’ll hear about how inefficient and tedious the process is for obtaining patient information from another office, hospital, emergency department, or clinic.” Dr. Hill said, “The HIE will make it possible for me to securely access patient information from many different participating facilities in a matter of seconds. I urge all of my physician colleagues, whether you are a primary care doctor or a specialist, to participate with HASA. The more people who support HASA, the stronger our community safety net becomes.”

DD Belair is the mother of a child with a medically complex situation. For more than a decade she has been “the gate keeper of all the reports, scans and digital images.” Belair said she looks forward to not having to lug around the pile of records to each doctor appointment.

“CHRISTUS’ goal in participating was simple,” said president & CEO, CHRISTUS Santa Rosa Health System. “By  joining HASA we hope to be a part of the solution toward eliminating duplicative care and at the same time enabling healthcare practitioners to get the information they need to provide appropriate care to the patients they see sometimes in emergency or critical circumstances.”

Carrier said, “In order to truly be able to have seamless and efficient health care across multiple providers the sharing of appropriately guarded patient information will be critical. Beginning today, patients can know that there information is available when they need it and will only be viewable as they decide and that their care givers will only use this information as is necessary to improve their hospital experience.”

Van Oort said that while this is indeed an important landmark, the next step is getting all area doctors and health providers on board and enabling patients to access their records as well.

Van Oort said that patients interested in preregistering can go to www.hasatx.org. The HIE for patients is expected to “go live” in early 2014.

HASA’s Board of Directors is comprised of 16 members who are intended to mirror the healthcare landscape in our region. They include:  Atascosa Health Center, Baptist Health System, CentroMed, CHRISTUS Santa Rosa, Clarity Child Guidance Center, Clinical Pathology Laboratories, CommuniCare Health Centers, Community First Health Plans, Daughters of Charity, Guadalupe Health Network, HEB, Methodist Healthcare Ministries, Methodist Healthcare System, San Antonio Military Health System, University Health Systems, UT Medicine, and YMCA. In addition to our stakeholders, HASA has signed contracts to participate from NIX Health, Connelly Memorial Hospital, Uvalde Memorial Hospital, Center for Health Care Services, Labcorp, San Antonio Metro Health District, IPC, GSEP, Brio San Antonio, PRMG and many rural healthcare providers.

Applications being accepted for citizen positions on the Goal Setting Committee for the Small Business Economic Development Advocacy (SBEDA) Program

The SBEDA Program uses the Goal Setting Committee to identify the contract-specific tools that would most effectively promote the use of small, minority and women-owned businesses on individual contracts. Each appointed citizen member will serve a two-year term and may be re-appointed to serve one additional two-year term.

The North Chamber encourages its members and the community to vote “Yes” in the November 5, 2013 General Election to support Proposition 6, the proposed constitutional amendment providing for the creation of the State Water Implementation Revenue Fund for Texas to assist in the financing of priority projects in the state water plan to ensure the availability of adequate water resources.

North San Antonio Chamber endorses Proposition 3 – Vote “Yes” on November 5

Prop3 fact sheetFollowing a presentation and discussion on Proposition 3 at the September 24th North San Antonio Chamber of Commerce board meeting, the North SA Chamber Board of Directors voted to endorse Proposition 3. The North Chamber encourages its members and the community to vote “Yes” in the November 5, 2013 General Election to support Proposition 3, the proposed constitutional amendment to increase the number of days a business inventory, such as aircraft parts, may be warehoused in Texas without being subject to the property tax. Texas is one of only 11 states to levy a property tax on inventory.

Help Elf Louise bring toys to children this Christmas!

Elf Louise packages ready for Santa SPMThe Elf Louise Christmas Project (ELCP) needs a home for the 2014 Holidays. ELCP needs an “angel” to loan the use of a building or provide underwriting for a short-term lease on space from November 1, 2013 until January 15, 2014. Please help us spread the word. This is what the Elf needs to set up the Workshop:

  • Approximately 50,000 sq. ft. of donated space, preferably in one building, but it could be in smaller contiguous spaces, such as in a strip mall
  • ELCP provides insurance and can provide a rider for the property
  • ELCP has been able to help with the cost of utilities (if needed) in the recent past
  • Warehouse space with some air conditioning is ideal – need to be able to run a forklift
  • A loading dock or the capacity to bring in overseas shipping crates needed
  • High ceilings are a great benefit
  • A central location preferred, not far from down town, due to the price of gas (Santa teams provide their own gas)

CPS Energy, solar companies seek local suppliers

What do all those businesses have in common?

They’re a small sample of the wide array of local companies CPS Energy’s solar partners are seeking to hire as they build new company headquarters, solar component manufacturing and solar farms.

On Tues., July 23, OCI Solar Power and its partners are hosting a supplier fair from 9 a.m. to 3 p.m. at the Pearl Brewery Studio in the Pearl.

“San Antonio businesses and residents have graciously welcomed us to the area,” said OCI Solar Power President Tony Dorazio. “We want to show our gratitude by doing whatever we can to help sustain local businesses and contribute to the local economy.”

OCI Solar Power signed a 25-year agreement with CPS Energy to provide 400 MW of clean energy to San Antonio along with $1 billion in construction investment, 800 permanent professional and technical jobs, and a projected annual economic impact of $700 million. The San Antonio project places Texas in the top five U.S. solar energy-producing states.

At Tuesday’s supplier fair, Nexolon and OCI Solar Power will be joined by KACO and Ercam Trackers, also part of the solar team, as well as the City of San Antonio and CPS Energy.

“If you can think of the service, chances are, one of these companies will need it,” said Tracy Burns, project coordinator for supplier diversity at CPS Energy.

She said many companies contacted CPS Energy soon after the solar deal was announced, looking to be part of it.

“Now is their chance,” she said, “they can register with CPS Energy and all the other companies who need to partner with local businesses.”

The event includes breakout sessions from each company, but is a come-and-go event, said Sara Krueger of OCI Solar Power.

“It’s free and you don’t have to register,” she said. “Just come on down.”

Dear Ms. Crnich:

The North San Antonio Chamber of Commerce, representing almost 1400 business entities, has been a continued supporter of added capacity improvements along the US 281 corridor from Loop 1604 to Borgfeld Road.  While the completion of the US 281 Super Street eased congestion slightly, we are  seeing congestion at unacceptable levels once again during early morning and evening drive times.

Traffic volumes have increased significantly along US 281 in recent years and are expected to continue growing at a rapid pace.  According to TxDOT and MPO data, the portion of US 281 0.3 miles north of Loop 1604 saw Average Daily Traffic (ADT) of 133,000 in 2010.  ATD will rise to 205,000 by 2035.

Employment growth along the corridor has also risen from 3,312 in 1980 to 25,635 in 2005, and is projected to increase to an estimated 43,635 in 2035.  Also, according to an analysis conducted by the SA-Bexar County MPO, the number of residents living in census tracts adjacent to the portion of US 281 that is being studied will reach 142,240 by 2035, an increase of 93 percent from 2005.

Of the three alternatives under consideration in the Draft EIS, we feel the No-Build Alternative should be rejected as it will not address future growth and congestion.  Additionally, the No-Build Alternative fails to address safety and air quality concerns resulting from increased congestion.

The two proposed Build Alternatives address growth that has either already occurred or is likely to occur, and the North San Antonio Chamber supports moving forward with one of the Build Alternatives.

Regarding the issue of funding, we have actively supported use of available federal, state, and local funding to build new non-toll lanes.  However, based on recent Congressional and Legislature inaction on transportation funding, the outlook for additional funding for added capacity projects locally and statewide appears minimal at best.  In the absence of such funding, we support moving forward with the project through either managed lane and/or toll funding approaches.
